New Coast Guard Rule Expands Emergency Training Across 51 U.S.-Flag Passenger Ships

The U.S. Coast Guard has finalized new passenger-ship training regulations that take effect October 26, 2026, requiring all shipboard personnel aboard U.S.-flagged passenger ships carrying more than 12 passengers on international voyages to complete ship-specific passenger-ship emergency familiarization before being assigned shipboard duties. The rule also expands mandatory crowd-management training to ratings qualified under Chapters II, III and VII of the STCW Convention. Coast Guard analysis identifies 51 affected vessels operated by 41 companies and estimates 1,230 officers, ratings and other personnel will be subject to the emergency-familiarization requirement. The affected fleet includes four Subchapter H vessels, nine Subchapter K vessels and 38 Subchapter T vessels. Operators must maintain documentary evidence of completed training that can be reviewed during Coast Guard inspections.
Emergency familiarization becomes a pre-duty requirement across the affected passenger fleet
Personnel must know the ship, its lifesaving equipment, emergency procedures and passenger-communication requirements before taking up shipboard duties.
The 51-ship fleet affected by the rule
Passenger vessels of 100 gross tons or more.
Small passenger vessels below 100 GT carrying more than 150 passengers or with larger overnight accommodations.
Smaller inspected passenger vessels below 100 gross tons.
Familiarization covers general safety features, lifesaving appliances, emergency plans, elevator restrictions and communication with passengers, including non-verbal safety communication and emergency-announcement languages.
The requirement applies to U.S.-flag passenger ships carrying more than 12 passengers on international voyages. Small passenger vessels operating domestic near-coastal voyages are outside this STCW requirement.
