14-Day Work / Watch Register

Each row creates a work interval and can repeat every 24 hours. Rest is the complement of all merged work intervals. Use Emergency / overriding condition only for genuine safety/distress situations; the tool still shows the underlying rest shortfall and flags compensatory-rest review rather than silently declaring compliance.

Compliance limitation: this is a planning and record-screening tool, not flag-State legal advice or an approved hours-of-rest record system. STCW/MLC exceptions depend on applicable law, flag-State authorization and, for MLC exceptions, national/CBA implementation. Emergency or overriding operational conditions do not erase fatigue or recordkeeping consequences; adequate compensatory rest is required as soon as practicable after normal conditions return.

Regulatory basis: normal STCW A-VIII/1 and MLC Standard A2.3 rest-basis limits are at least 10 hours rest in any 24 hours and 77 hours in any seven days, normally split into no more than two periods with one at least six hours and no more than 14 hours between consecutive rest periods. MLC may instead be implemented nationally on a maximum-work basis of 14 hours in any 24 and 72 hours in any seven days. The STCW exception screen keeps 10 hours rest in any 24, permits no less than 70 hours rest in seven days and, within the specified limits, up to three rest periods with one at least six hours and the other two at least one hour. IMO fatigue guidance emphasizes that meeting prescriptive rest limits alone does not eliminate fatigue risk.
