France Boards and Diverts Shadow-Fleet Tanker 450 Nautical Miles South of Réunion; Russia Calls It “Piracy”

French naval forces intercepted and boarded the 110,119-dwt tanker DF Peak on October 12 more than 450 nautical miles south of Réunion in the Indian Ocean after authorities questioned the validity of the vessel's claimed Benin flag. France says the boarding was conducted under Article 110 of the UN Convention on the Law of the Sea to verify the ship's nationality; investigators aboard subsequently found irregularities in its flag documentation, after which the Saint-Denis prosecutor ordered the tanker diverted toward an anchorage off Réunion. A judicial investigation has been opened over the master's failure to establish the ship's nationality, while its 21-person multinational crew remains aboard. The DF Peak, IMO 9341067, is the former Sovcomflot tanker NS Captain/Kaliningrad and is sanctioned by the United States, European Union and United Kingdom. Russia's embassy in France responded on October 13 by calling the action a violation of international law and an act of “piracy.” France has not yet confiscated the vessel; confiscation is one potential penalty under the French investigation now underway.

France Did Not Wait for DF Peak to Enter a European Port

The tanker was intercepted hundreds of miles into the Indian Ocean. The critical legal trigger was not simply that the ship was sanctioned. France says the trigger was reasonable suspicion that its claimed flag was not valid.

450+ NAUTICAL MILES

South of Réunion. The Saint-Denis prosecutor subsequently described the boarding point as nearly 500 nautical miles offshore.

The Enforcement Chain

STEP 01 Flag Doubt

DF Peak was displaying the flag of Benin, but French authorities had grounds to question whether the vessel was entitled to use it.

STEP 02 Article 110 Visit

French naval personnel boarded to verify the vessel's nationality under the high-seas right-of-visit provisions of UNCLOS.

STEP 03 Documents Fail Check

France says examination of the vessel's documents confirmed doubts about the regularity of the flag being flown.

STEP 04 Judicial Diversion

The Saint-Denis prosecutor was notified and ordered the tanker escorted toward an anchorage off Réunion for investigation.

110,119 dwt Tanker Size

Large crude/product tanker built in South Korea.

2006 Year Built

Constructed by Hyundai Heavy Industries in Ulsan.

244 m Length

Approximately 42 metres in beam.

21 Crew

Multinational crew currently being kept aboard.

IMO 9341067 Permanent Identity

The IMO number remains constant through name and flag changes.

Moscow disputes the operation

Russia's embassy in France called the diversion a blatant violation of international law and described it as “piracy.” It also said France had not notified Russia and was trying to determine whether Russian nationals were among the crew.

DF Peak: The IMO Number Tells a Different Story Than the Flag

Names, owners and flags can change. The IMO number does not. Tracking IMO 9341067 connects today's DF Peak to a long Sovcomflot history and multiple sanctions designations.

MAY 2026 400+ nm Atlantic

OCT. 12, 2026 DF Peak: 450+ nm

France conducts its sixth disclosed boarding in the current series deep in the Indian Ocean south of Réunion.

The enforcement pool is getting larger

The EU said in July 2026 that more than 670 vessels were already subject to its shadow-fleet vessel measures. The DF Peak operation illustrates a separate enforcement route: instead of relying only on port bans and service restrictions, states can examine a vessel on the high seas when a valid Article 110 jurisdictional trigger exists.
