Could a 137-Million-GT Ship Registry Become Nearly Instant?
Singapore says standard ship-registration applications that can take as long as three working days will soon be processed in a few minutes. The technology is real. The harder question is which parts of becoming a Singapore ship can actually move at machine speed.
Singapore runs a registry of more than 4,400 ships representing about 137 million gross tonnage. By the first half of 2027, a standard application could move from submission to certificate issuance in only minutes.
That sounds like instant flagging. It is not quite that simple. Registration sits at the end of a longer chain involving ownership eligibility, vessel identity, class, tonnage, statutory certificates, previous-registry documentation and sometimes regulatory judgment.
The real breakthrough is narrower and potentially more important: once those facts are already established, AI may be able to eliminate most of the administrative waiting time between a complete application and an issued Certificate of Registry.
The registration transaction can become instant before the entire flagging process does
There are two clocks in ship registration. Singapore's new system is attacking the second one.
Becoming ready to register
Ownership structure, name approval, class and tonnage documentation, statutory certification, previous-registry closure and any exceptional approvals have to exist before a clean registration transaction is possible.
Processing a complete standard application
This is the step MPA says its 2027 system will dramatically compress through integrated processing and AI-supported vetting.

Meet prerequisites
Owner, vessel and manager must satisfy Singapore registration conditions.
Reserve name
MPA approves the vessel name and assigns its official number and call sign.
Submit documents
Registration evidence and supporting certificates enter the registry workflow.
Pay fees
Registration fees and annual tonnage tax are settled.
Issue registry
Once requirements are satisfied, the ship receives its Certificate of Registry.

This workflow mirrors capabilities Singapore has already deployed in its insurance-certificate process. The exact design of the 2027 Ship Registration System has not yet been publicly specified.

Extract vessel names, IMO numbers, ownership details, dates, tonnage and certificate information from uploaded documents.

MPA says its modernised insurance-certificate application process achieved this reduction after launch in November 2025.
MPA previously described the tool as using multimodal large language models to read information from different document formats.
Relevant extracted data can be checked against internal databases and used to recommend an application outcome.
The value comes from automating repetitive reading and matching rather than removing the underlying regulatory requirement.

Older vessels
Singapore regulations state that a ship above 17 years of age cannot be registered unless the Registrar is satisfied that its condition is satisfactory in all respects.
Foreign-owned company exceptions
A foreign-owned Singapore company normally faces vessel-size and self-propulsion requirements. MPA can grant certain exemptions on a case-by-case basis.
Previous-registry problems
Permanent registration requires evidence of cancellation from a former registry, and a vessel struck from that registry for mandatory non-compliance will not be accepted.
Conflicting documents
AI is valuable precisely because it can expose inconsistencies quickly. A contradiction between title, tonnage, class, ownership or registry evidence should create a review path rather than a faster certificate.

Not every legal transaction around the ship is becoming instant
Singapore's current registry FAQ says registering or discharging a ship mortgage normally takes two to three working days. MPA's October announcement does not state that every mortgage, ownership, financing or other legal transaction will move onto the same minute-level timetable.
That distinction matters to financiers and transaction lawyers. A digitally issued Certificate of Registry can be only one critical step inside a much larger closing involving title, financing, mortgages, class, insurance and delivery documentation.
Could This Ship Take the Few-Minute Path?
Build a hypothetical registration file. The model separates conditions that look compatible with a standard digital workflow from missing prerequisites and cases that currently involve regulatory discretion.
