SOLAS 2026 Lifting Appliances

Your Ship’s Cranes Are Now a SOLAS Issue: 10 Costs Owners Need in the Renewal-Survey Budget

Most ship cranes do not become a problem because the hook suddenly cannot lift. They become a problem because the paperwork, markings, test history, loose gear and load path no longer prove what everyone onboard assumes the crane can do. From 2026, SOLAS II-1/3-13 moves that proof into the statutory-survey file: tested, thoroughly examined, marked with SWL, backed by documentary evidence, maintained and ready for the first renewal survey on or after January 1, 2026.

Rule SOLAS II-1/3-13
Start date Jan. 1, 2026
Existing cranes First renewal survey
Core file SWL proof + tests

The fast read

This is not only a crane-service issue. It is a survey-evidence issue. Cargo cranes, hose-handling cranes, stores cranes, engine-room cranes, loose gear, lifting beams, hooks, shackles, sheaves and wire ropes now need a cleaner connection between the physical lift and the documentary file.

The risk list

  • No valid test and thorough-examination certificate.
  • SWL is unclear, undocumented or not permanently marked.
  • Loose gear has weak traceability or missing proof tests.
  • Load testing exposes brakes, hydraulics, structure or controls.

Three budget gates before renewal survey

Gate 1 Paper file is clean

Existing certificates, SWL marks, manuals, register entries and loose-gear records are credible and easy to show.

Gate 2 Survey file has gaps

The crane works, but missing evidence creates cost for inspection, load testing, SWL confirmation and documentation.

Gate 3 Test exposes the asset

Brakes, wire ropes, foundations, hydraulics, controls or slew gear turn the job from certification into repair or replacement.

Budget point: A working crane is not the same as a survey-ready crane. The cost owners are trying to avoid is not the certificate fee. It is finding out too late that the crane cannot prove its SWL, its loose gear is not traceable, or the load test has opened a structural repair file.

10 costs to budget before the next renewal survey

Cost line What creates the spend Evidence or work package Delay risk
1. Crane and loose-gear inventory Multiple lifting appliances, mixed gear, undocumented small items or incomplete shipboard lists. Crane list, loose-gear register, SWL list, serial numbers, certificates and location map. File gaps
2. SWL marking and load charts Unclear SWL, missing radius limits, worn rating plates or absent supporting drawings. Permanent SWL marking, load chart, radius/boom-angle limits and supporting certificate evidence. Retest or derate
3. Competent-person examination Existing certificates are missing, expired, not accepted by flag/class or not tied to the current crane condition. Thorough examination, class/RO attendance, service report and register endorsement. Survey blocker
4. Load testing Non-certified existing crane, major repair, modification, uncertain SWL or required five-year retest cycle. Test plan, water bags or test weights, calibrated load cell, exclusion zone and post-test examination. Port delay
5. Boom, pedestal and foundation NDT Cracks, corrosion, old repairs, deformation, pedestal concerns or heavy-lift history. MPI, UT, thickness readings, weld inspection, access, coating removal and repair drawings. Steel repair
6. Wire ropes, hooks, sheaves and blocks Broken wires, corrosion, rope wear, damaged sheaves, hook throat opening, poor lubrication or weak traceability. Certified rope replacement, terminations, hook/block overhaul, sheave checks and certificates. Common spend
7. Brakes, winches and slew gear Brake slippage, winch drift, gearbox noise, bearing play, bolt concerns or poor holding performance. Brake test, lining replacement, winch service, slew-bearing clearance, bolt torque and functional test. Load-test failure
8. Hydraulics and leak control Leaking hoses, tired seals, cylinder scoring, weak pumps, contaminated oil or pressure instability. Hose renewal, cylinder seals, filters, oil flushing, valve work, HPU service and pressure testing. Retest after repair
9. Controls, load limiters and sensors Obsolete PLC/HMI, alarm faults, limit-switch failure, load-moment issues or missing calibration records. Sensor replacement, overload protection check, load-limiter calibration, controls service and alarm test. Controls upgrade
10. Derating, modernization or replacement Original SWL cannot be defended, OEM support is weak, repair cost is high or the crane no longer fits the vessel’s cargo profile. Engineering review, new SWL, derating plan, modernization quote, replacement crane budget and yard plan. Board decision

Survey-ready versus repair-heavy

Finding Low-friction response Cost escalation signal Owner posture
Valid legacy certificates Verify acceptance with flag/class and close the register file. Certificate does not match the crane, SWL, repair history or loose gear. Confirm
No valid certificate Nominate SWL from manuals, drawings or manufacturer evidence. Weak evidence forces conservative SWL, load test or derating discussion. Test plan
Loose gear records thin Rebuild register and remove questionable gear from service. Hooks, shackles, beams or blocks have no proof-test documentation. Replace or test
Hydraulic or brake defects Repair before load testing and document functional checks. Defects appear during proof load or post-test examination. High delay risk
Obsolete control system Calibrate and document if support remains available. No spare cards, unreliable displays, unsupported load limiter or weak alarm history. Upgrade screen

Service markets created by the SOLAS crane file

Load testing Water bags, test weights, load cells

Demand trigger: missing certificate, major repair, modification or renewal survey evidence.

NDT Boom, pedestal, weld and foundation checks

Demand trigger: older crane, corrosion, heavy lifts, overload history or visible damage.

Mechanical Wire ropes, brakes, blocks and slew gear

Demand trigger: load-test preparation exposes worn lifting-chain components.

Hydraulics Hoses, cylinders, pumps and HPU service

Demand trigger: drift, leaks, pressure faults or luffing and slewing weakness.

Controls Load limiters, sensors, PLC and HMI

Demand trigger: unreliable alarms, expired calibration or obsolete electronics.

Compliance Register, certificates, SWL and manuals

Demand trigger: proof file does not match the actual lifting arrangement.
