U.S. Coast Guard Imposes New Entry Restrictions on Ships Arriving From Somali Ports

🔔 Subscribe to ShipUniverse Weekly →

The U.S. Coast Guard has imposed new conditions of entry on vessels arriving at American ports after calling at Somalia, effective October 27, 2026, following an official determination that Somali ports do not maintain effective antiterrorism measures. Published in the Federal Register under docket USCG-2026-0110, the action adds Somalia to a list of 24 countries subject to heightened U.S. port-security controls. The Coast Guard's established advisory framework examines a vessel's last five port calls and requires additional security measures, records and pre-arrival reporting when an affected port is involved. Noncompliant ships may face inspection, delay or denial of entry. The new designation is not a blanket ban on Somali-linked shipping, and the government has not identified any particular vessel that has been delayed or refused admission.

ShipUniverse | Port Security Regulatory Alert

A Somali Port Call Can Follow a Ship Through Five Ports

The Coast Guard's security screening reaches beyond the vessel's immediately preceding port. Somalia's addition to the advisory means that recent Somali calls become a new voyage-compliance consideration for U.S.-bound ships.

What changes?

A qualifying Somali visit can trigger additional vessel-security measures and reporting obligations even after several intervening foreign calls.

What does not automatically happen?

The vessel is not prohibited from entering simply because it called at Somalia. Compliance and Coast Guard examination determine the next steps.

Three Stages of the New Entry-Control Exposure

01 | During affected port call
Protect the Vessel

Under the established advisory, security-plan measures, guarding, Declaration of Security efforts and written logs form the first layer.

02 | Before U.S. arrival
Report the Measures

The operator reports the actions taken to the appropriate U.S. Coast Guard Captain of the Port before arrival.

03 | At U.S. entry
Prepare for Examination

The Coast Guard may examine documentation and determine whether additional measures are appropriate.

Regulatory boundary: October 27's Federal Register notice confirms Somalia's designation and effective date. The five-call screening methodology and detailed actions are drawn from the Coast Guard's previously published Port Security Advisory framework. Operators must consult the latest applicable advisory and Captain of the Port direction for the precise current requirements, exceptions and treatment of earlier visits. This is not a live vessel-tracking diagram.

What the Coast Guard Can Expect Ships to Document

The existing U.S. Port Security Advisory specifies five measures during affected port calls, with additional U.S.-port security potentially required after Coast Guard examination.

Security Measure Established Coast Guard Requirement Practical Evidence Operational Constraint Potential U.S. Entry Consequence
01 / Security Level 2 Vessels with approved security plans implement measures equivalent to Security Level 2 while at affected ports. Vessels without plans take appropriate security precautions. Ship Security Plan references, vessel security logs, duty assignments and security-level implementation records. Heightened access control, patrols, security supervision and crew workload. Required measure

Coast Guard can examine how the security measures were carried out.

02 / Guard Vessel Access Guard every access point with visibility of the vessel exterior on both land and waterside. Crew or approved outside security personnel may provide guards. Guard deployment logs, access-point plans, rosters, contractor records and available security documentation. Maintaining continuous coverage without violating crew work/rest requirements. Required measure

Insufficient coverage can create an unresolved compliance issue.

03 / Declaration of Security Attempt to execute a Declaration of Security with the relevant port facility. Executed Declaration of Security or documentation of the attempt, including any refusal or failure to complete. Coordination with port facility security officials and local procedures. Required attempt

The advisory requires an attempt, not necessarily a successfully executed document.

04 / Security Records Log the security actions taken while at the affected port. Ship security record entries, timestamps, patrol and watch records, plus available supporting contracts or receipts. Evidence must be retained in a form that can withstand later inspection. Required measure

Missing records can undermine the ship's ability to demonstrate compliance.

05 / Captain of the Port Report Report actions taken to the cognizant U.S. Coast Guard Captain of the Port before U.S. arrival. Pre-arrival security report, transmission record and relevant communications with the U.S. port authority. Completing the submission before arrival and coordinating any additional requests. Required measure

Failure to report can expose the arrival to further Coast Guard action.

06 / Additional U.S. Guards Following examination, armed guards may be required at access points in U.S. ports. Demonstrated and documented compliance normally supports waiver. Coast Guard instructions, security-guard arrangements and vessel security records when applicable. Possible extra costs for U.S.-based guarding and additional security oversight. Conditional

Not an automatic requirement merely because the ship visited Somalia.

Requirements summarized from the established Coast Guard Port Security Advisory framework, including PSA 4-26. The October 27 Federal Register notice itself does not restate these six items. Verify the latest applicable PSA, any country or facility exceptions, and Captain of the Port instructions.

Four Commercial Port Gateways to Screen

These ports are important Somali-region commercial gateways identified by the U.S. Department of Commerce and September 2026 UN Logistics Cluster reporting. Listing them here does not establish ship-specific exposure or a Coast Guard facility-level determination.

01
Mogadishu

Capital-city port serving container, bulk, fuel and humanitarian trades. Its international cargo connections create potential exposure for ships continuing on global services.

02
Berbera

DP World-operated gateway in Somaliland, with an important connection to Ethiopia. Its separate local administration requires careful verification of how U.S. port-security instructions apply.

03
Bosaso

Commercial and humanitarian gateway in Puntland supporting regional and Gulf-linked cargo movements.

04
Kismayo

Southern port supporting commercial, relief and regional maritime activity. UN reporting also notes periodic customs and political delays.

No Somali facility exemption is specified in the October 27 Federal Register notice. The notice's country designation does not separately resolve every facility, territorial or administrative question. Operators should confirm scope with the Coast Guard, including Berbera's situation, rather than assuming either an exemption or a separate classification.

The Exposure Is Not Measured by Bilateral Cargo Trade

$0.7MU.S. goods imported from Somalia during 2025
$49.7MU.S. goods exported to Somalia during 2025
5 CallsForeign port-call screening window under the established advisory

The U.S. trade figures measure merchandise origin and destination, not how many internationally trading ships have previously called at Somali ports. Direct U.S.–Somalia trade is therefore an inadequate proxy for potential voyage-screening exposure.

Somalia Port Call & U.S. Entry Exposure Analyzer

Screen recent foreign port calls against the October 27 Somalia designation and the Coast Guard's established advisory-country list. Track five core documentation actions and model potential additional security or arrival expenses.

Enter Recent Port Calls

Enter calls from most recent to oldest, before the planned U.S. arrival. Six calls are displayed so that the screening boundary can be seen. The example is hypothetical and does not represent any real voyage.

CallPortCountryDate

Calls 1–5 are within the standard advisory screening window. Call 6 is shown for comparison and is not counted in the standard five-call test.

Additional Cost Scenario

Editable economic assumptions for a potentially affected ship. Additional guard personnel, waiting days and administrative expenses are not automatic requirements or verified costs attributable to this notice.

Extra Guarding$7,200
Waiting Expense$22,000
Other Admin Costs$1,200
Illustrative Additional Expense per Voyage $30,400

Reflects only selected scenario expenses, without assuming a detention, confirmed inspection, mandatory armed-guard deployment or actual Coast Guard enforcement action.

Important scope limits: This tool uses the current 24-country list from 91 FR 67594 and the historical last-five-port approach of Coast Guard PSA 4-26. It cannot check facility exceptions, identify actual vessel movements, resolve disputed territorial classifications, account for cargo-origin or transshipment provisions, or interpret the precise application of the October 27 effective date to earlier Somali visits. A Somali call before October 27 is flagged for interpretation rather than automatically cleared. The sixth call falls outside the basic five-call screen but may still require separate review. Verify all official instructions directly with the Coast Guard before making compliance decisions. Costs are hypothetical and are displayed even if no port-call flag is raised, because they are user-defined standalone scenarios.
