The Navy’s Shipyard Upgrade Could Cost Over $200 Billion and Run Past 2080: Congress Wants Answers

🔔 Subscribe to ShipUniverse Weekly →

Representatives Jen Kiggans of Virginia and Maggie Goodlander of New Hampshire introduced the Shipyard Modernization Sustainment Act on October 26, 2026, proposing independent Government Accountability Office reviews of the U.S. Navy's Shipyard Infrastructure Optimization Program, including annual assessments, congressional briefings and a final report by 2031. The legislation follows a September GAO investigation estimating that modernization of the Navy's four public shipyards at Norfolk, Portsmouth, Puget Sound and Pearl Harbor could cost more than $200 billion and require at least another 50 years, with some projects extending beyond 2080.

A 20-Year Plan Becomes a
50-Plus-Year Undertaking

The Navy launched SIOP in 2018 to rebuild four critical public shipyards. Its planned modernization now stretches across generations of ships, workers and congressional budgets.

Cost-estimate distinction: The 2018 figure was an incomplete early estimate. GAO's 2026 analysis incorporates expanded project requirements and costs escalated over decades. This is not an apples-to-apples measure of inflation or actual spending growth.

The Construction Timeline Now Reaches Beyond 2080

Three overlapping program blocks, based on the Navy's approximate schedules reported by GAO.

BLOCK 2
2038–2079
Remaining waterfront production facilities and supporting construction.
BLOCK 3

Logistics complexes, specialized shops and remaining facilities.
2031 Proposed congressional review endpoint. The Shipyard Modernization Sustainment Act calls for recurring GAO oversight and a final report by 2031, decades before the projected infrastructure work is finished.
Timeline is schematic; overlapping blocks and end dates are approximate. The legislation was introduced October 26, 2026, and is not an enacted requirement.

Seismic mitigation, building relocations, pier demolition and construction sequencing create extensive interdependent work.
Portfolio accounting: The four rows represent approximately $33.45 billion in combined final or estimated costs for 140 identified construction projects, including $22.29 billion of projects still in design. This is neither the total SIOP lifetime estimate nor the amount already spent. It excludes separate capital-equipment procurement and additional later-stage projects.
Congressional Oversight: Three Different Layers
Existing reporting Annual budgets, shipyard updates and various project-specific reports already provide information, but GAO found they do not form a consistent consolidated program-wide cost and risk record.
October 2026 bill The proposed Shipyard Modernization Sustainment Act would establish recurring independent GAO examinations, congressional briefings and a final report by 2031.
GAO recommendation Separately, GAO recommends considering annual standardized reporting by the Navy itself for the entire duration of SIOP, along with stronger internal program reviews.
Cost concentration: The Puget Sound row includes a large planned dry-dock project that had not yet begun full dry-dock construction as of GAO's April 2026 review. The figures reflect different project stages and should not be interpreted as comparable spending already incurred at each shipyard.
Source basis: GAO-26-107830, Appendix II and Appendix I, September 25, 2026. Legislative provisions reflect the October 26 announcement and should not be interpreted as enacted law.

The Congressional Oversight Window

The proposed bill's final GAO reporting deadline is 2031. The chart shows how short that period is relative to a selected multi-decade program horizon.

2081
Scenario End

$17.5B Illustrative five-year funding envelope at the selected annual level, not actual spending.
Model methodology and limitations
The $200 billion starting value is a rounded modeling floor based on GAO's finding that the overall SIOP cost will exceed that amount. The 2081 completion year and $3.5 billion annual funding default are illustrative assumptions, not verified Navy program baselines. The model treats the chosen total program value as an amount to spread uniformly across a hypothetical 2026-to-completion period. It does not subtract historical spending or reproduce the Navy's actual remaining-work profile. Funding shortfall equals modeled cost minus the assumed constant annual envelope over that period, floored at zero. Additional cost shock represents a further increase beyond the chosen program value, not a separate calculation of inflation already reflected in GAO's escalated estimates. Actual yearly appropriations, obligations, expenditures, and project schedules will vary.
