Norway Is Funding a Nuclear Ship Engine. An Offshore Operator Wants to Be First.

🔔 Subscribe to ShipUniverse Weekly →

Norway has committed NOK 20 million, approximately $2 million, to a project developing a 5-megawatt electric nuclear power system for commercial vessels, with offshore operator Island Offshore aiming to become the first shipowner to deploy the technology in 2031–2032. Led by Emerald Nuclear Norway alongside shipbuilder VARD and five other partners, the Marine Nuclear Propulsion System (MarNuPS) pilot plans to begin full-scale, non-nuclear integration testing near Ålesund in 2027. The first development phase carries an estimated NOK 150 million budget, making the government grant an initial contribution rather than funding for a completed nuclear-powered ship.

Building a Reactor Is Only One Deadline

The target commercial deployment falls just beyond the IMO's planned 2030 Nuclear Code revision. Several engineering, licensing and operating milestones remain open.

Scroll horizontally using either scrollbar to examine each requirement.
Qualification gate Public status Evidence available What still needs demonstration Commercial consequence if delayed
01 / Vessel design integration Concept studied NuProShip II developed a nuclear offshore construction vessel concept with DP2 redundancy considerations. Detailed ship-specific arrangements, equipment qualification, reactor protection and final machinery configuration. Additional engineering time, redesign, machinery-space or vessel layout impacts.
02 / Full-scale systems test Planned 2027 Stette test facility planned with electric heating rather than nuclear fuel. Load transients, power conversion, heat rejection, controls, protection logic and abnormal-condition handling. System redesign or extended qualification before a live reactor can be integrated.
03 / Operating nuclear reactor Not yet demonstrated Emerald proposes a 5 MWe gas-cooled microreactor using TRISO fuel; first-reactor completion is a future developer goal. Validated reactor performance, shielding, thermal systems, fuel supply, safe operating limits and nuclear licensing. No nuclear-powered ship deployment regardless of electrical-system progress.
04 / DP redundancy and safety Needs qualification VARD concept work indicates a DP2-compatible nuclear-electric architecture may be feasible. Failure-mode analysis, independence of critical systems, emergency power and safe response to electrical faults. Operational restrictions or need for additional backup and energy-storage capacity.
05 / Nuclear ship approval Rules evolving IMO is revising its Nuclear Code and SOLAS Chapter VIII with a planned 2030 adoption milestone. Applicable national approvals, classification, inspections, liability, security, emergency response and crew arrangements. A functioning system may remain unable to enter the proposed service.
06 / Operating permissions and economics Not disclosed Island Offshore targets an initial Norwegian offshore demonstration; Emerald proposes a reactor leasing model. Approved operating area, port arrangements, charterer acceptance, insurance, pricing, fuel-cycle services and end-of-life obligations. Limited operating geography or an unattractive commercial business case.
Scope: These are ShipUniverse's analytical qualification categories, not a published MarNuPS certification checklist. Progress on an electrically heated ship-system prototype must not be confused with licensing or demonstrating a fueled nuclear reactor.

5 MW Nuclear Ship: Fuel Savings & Break-Even

Estimate how much diesel generation a proposed 5 MWe nuclear system could replace and compare the avoided fuel expense with a hypothetical nuclear electricity service contract.

01 / Vessel operating assumptions
5 MWe project target
Illustrative fleet utilization
Share of rated electrical capacity
Allow for residual diesel supply
Illustrative diesel specific fuel consumption
Editable assumed fuel price
02 / Nuclear energy contract assumptions
Hypothetical purchased power tariff
Hypothetical additional annual charge
Model basis: Nuclear-supplied electricity is assumed to replace diesel-generator electricity on a one-for-one delivered-energy basis. The 5 MWe value is project-reported; load, utilization, generator efficiency, diesel displacement, fuel price and nuclear pricing are illustrative. Direct diesel CO₂ uses 3.206 tonnes CO₂ per tonne of gas oil.
03 / Annual modeled impact
Marine gas oil potentially displaced
4,317 tonnes
Modeled annual diesel-generator fuel avoided, not total vessel fuel consumption.
21,060
MWh of diesel-generated electricity displaced annually
13,841 t
Direct diesel-combustion CO₂ potentially avoided annually
$95.26
Break-even nuclear electricity tariff per MWh, after modeled fixed fee
$673/t
Break-even diesel fuel price under selected nuclear charges

Annual Cost Comparison

Conventional fuel expense displaced$2.81m
Hypothetical nuclear electricity plus fixed fee$2.91m
Net annual modeled operating-cost difference
-$99,755

Under these assumptions, nuclear energy and fixed service charges exceed displaced fuel expenses. Negative figures indicate additional modeled cost.

Fuel Price Sensitivity

Hold all other inputs constant and change only the marine gas oil price. Results compare avoided fuel expenditure with the modeled nuclear energy package.

$500 / tonne MGO -$747k Net annual difference
$650 / tonne MGO -$100k Net annual difference
$800 / tonne MGO +$548k Net annual difference
ShipUniverse modeling disclaimer: This is a scenario tool, not a forecast of the MarNuPS vessel, an Emerald Nuclear power quotation or a complete vessel lifecycle-cost model. Nuclear tariffs and fixed charges are assumed. The calculations omit vessel conversion, reactor manufacturing and financing, maintenance differences, staffing, insurance, regulatory compliance, decommissioning, waste handling, outage coverage, fuel-price hedging and energy-price escalation except to the extent a user manually incorporates costs in the inputs. CO₂ estimates represent avoided direct diesel combustion, not verified lifecycle greenhouse gas savings. Results do not demonstrate nuclear safety, availability or regulatory feasibility.
