France Faces Two Days of Port Disruption: Dockworkers Walk Out, Then Tugboat Crews Follow

🔔 Subscribe to ShipUniverse Weekly →

France's major seaports face successive industrial stoppages on November 5–6, 2026, as a nationwide CGT dockworkers' strike is followed by a separate walkout involving port tugboat crews and maritime officers. HAROPA's Le Havre harbourmaster has confirmed disruption to container terminals, locks and movable port infrastructure from 6 a.m. Thursday to 6 a.m. Friday, followed by restrictions to marine operations from 8 a.m. Friday to 8 a.m. Saturday, local time. The Port of Calais has separately warned of significant disruption between 11 a.m. and 3 p.m. Thursday, potentially affecting Dover–Calais freight and passenger services. Strike calls extend to other French ports, including Marseille-Fos, Dunkirk, Rouen and Bordeaux, although the actual reduction in cargo handling and vessel movements will vary by terminal and workforce participation.

France's November 5–6 industrial actions target two different functions of a working port. Cargo handling can resume without the ship-movement capacity needed to clear vessel queues.

THURSDAY / 5 NOV Inland intermodal

Le Havre's multimodal terminal separately announces closure for the entire Thursday, affecting intermodal container transfer operations.

Harbourmaster warns marine operations will be strongly slowed from 08:00 Friday until 08:00 Saturday.

NOVEMBER 5

The multimodal terminal's own notice confirms closure throughout Thursday. The terminal supports rail, road and barge connections.

Operational distinction: A strike notice is not a tally of cancelled vessel calls, containers unhandled or ferries withdrawn. These are announced disruption windows, with actual consequences dependent on local staffing, traffic and available services.
SHIPUNIVERSE / PORT-BY-PORT EVIDENCE

Same National Strike.
Different Port-Level Consequences.

Direct harbour and terminal notices give a clearer picture at Le Havre and Calais. Elsewhere, labor notices establish the risk but do not prove a complete closure of every cargo facility.

INTERMODAL CLOSED
Container terminals and movable port structures disrupted 06:00 Thu to 06:00 Fri. Le Havre multimodal terminal closed all Thursday. Shipping agent warns certain lock and jetty access restricted. Port marine operations expected to slow sharply 08:00 Friday to 08:00 Saturday during tug walkout. Container loading, discharge, berth access, river barges, rail transfer, truck pickup and some tanker/bulk jetty access. Actual terminal-specific crane availability, vessel delays, affected calls and cargo backlog.
CalaisDover–Calais ferry corridor OFFICIAL PORT WARNING
FERRY EFFECT VARIABLE
Significant disruption expected 11:00–15:00. Ferry operators provide individual sailing advice. P&O warns severe disruption is possible. Nationwide tug strike applies to the sector, but no separate verified Calais ferry-cancellation timetable established for Friday. Accompanied truck freight, ferry passengers, terminal check-in, vehicle staging and onward road transport. Actual sailing cancellations, truck queues and whether alternative sailings absorb demand.
Marseille–FosMediterranean / containers / energy PORT NOTICES POSTED Covered by national port-worker action. Port website lists a November 5 meeting for CGT towage personnel. Port's published user advisories include a November 6 strike notice for Boluda Marseille–Fos operational staff. Container vessels, tankers, dry bulk ships and harbour movements requiring tugs. Exact work stoppage participation, affected berths and vessel delays.
DunkirkNorthern France / containers / bulk NATIONAL STRIKE EXPOSURE Included in nationwide dockworkers' mobilization and logistics alerts. Not all terminal operators necessarily participate. Covered by national tugboat strike call; local interruption level unconfirmed. Bulk, energy, industrial cargo and potentially container operations. Which individual terminals stop and how many ship movements are deferred.
Rouen / Port-JérômeSeine river / bulk / terminals AGENT ALERT Nationwide port-worker disruption expected. Local stoppage scope not fully confirmed in port-agent update. Marine and tug availability subject to national call. Service interruptions cannot be generalized across every Seine berth. Grain, liquid bulk, river navigation and industrial terminal operations. River-specific pilotage, towage restrictions and facility access.
BordeauxAtlantic / mixed cargo NATIONAL STRIKE EXPOSURE Included in CGT port action and freight-industry alerts; specific berth shutdowns not independently confirmed. Possible disruption through national port-towage call, depending on local participation. Mixed cargo, bulk handling and associated shipping services. Port-specific strike participation, navigation windows and reopening status.
Source hierarchy: Le Havre harbourmaster, Le Havre multimodal terminal, Port Boulogne Calais and Marseille–Fos port notices are direct operational advisories. Other locations rely partly on nationwide union and freight-industry alerts. Planned disruption is not equivalent to a measured closure.

Two separate labor disputes, two operating bottlenecks

THURSDAY / NATIONAL PORT WORKFORCE

Pay, employment and public budgets

The November 5 port action forms part of wider French union mobilization over wages, purchasing power, social protection, employment and public-service funding. Dockworker withdrawal can interrupt cargo operations even when navigational services are available.

FRIDAY / TUGBOAT OFFICERS AND CREWS

French-flag requirements for harbour towing

Separate CGT maritime unions are protesting concerns about protection of French-flag port-towage operations amid European Commission scrutiny. France's transport ministry has said it will defend its position. Loss of towage capacity can constrain vessel arrivals and departures even if cargo cranes are staffed.

Watch the actual resumption, not just the end of the notice. Recovery depends on returning personnel, restoring marine services, vessel sequencing, rail and road collection slots and the processing of cargo already held in the terminal.

Combined illustrative exposure€484k
At 60% of the HAROPA historical daily container baseline, a 24-hour window with 80% lost activity followed by a separate 24-hour window with 50% reduced flow could defer approximately 6,838 TEUs of equivalent handling. A 25% recovery uplift would take approximately 5.2 days to clear that modeled backlog.

Calculation method and assumptions

Adjusted normal daily traffic = official 2025 annual throughput ÷ 365 × selected activity share.

Deferred equivalent units = daily flow × [(first window hours ÷ 24 × first reduction) + (second window hours ÷ 24 × second reduction)]. The model assumes two non-overlapping periods. Any normal handling continuing during a strike is reflected in the selected reduction percentages.

Catch-up days = deferred units ÷ (daily normal flow × extra recovery capacity %). This assumes steady incoming cargo, separately available extra throughput and no further disruption.

Holding exposure = deferred units × additional unit holding days × cost per unit per day. Vessel exposure = affected vessels × additional delay hours ÷ 24 × daily vessel delay cost. These components are added as illustrative separate cost categories, not established financial losses or automatically payable claims.

Data limitation: The Le Havre option uses HAROPA's 2025 Seine-axis total of 3.2 million TEUs, not a verified Le Havre-only daily volume. The Calais option uses the port's 2025 annual heavy-goods-vehicle count of 1,714,187 and excludes passenger traffic. For Calais, the initial four-hour warning is verified; any additional second-window marine delay is optional and hypothetical, not an established Calais Friday closure. All operating percentages, cost rates and vessel counts are assumptions. Actual port downtime, cargo backlog, ferry cancellation totals and cost recovery have not been verified.
