Coast Guard Moves to Turn AI Lookout Performance Into Search-and-Rescue Math

🔔 Subscribe to ShipUniverse Weekly →

The U.S. Coast Guard has disclosed plans to test commercial machine-vision technology against one of the harder problems in maritime search and rescue: not simply whether an automated system can detect a person, raft or vessel, but how reliably it detects that target as distance, visibility and sea conditions change. In a Federal Register notice published October 26, the Coast Guard Research and Development Center named LOOKOUT as its prospective partner for a Cooperative Research and Development Agreement covering automated detection, classification and tracking using Coast Guard sensor feeds. The system must be commercially mature, portable, self-contained, capable of local edge processing and adaptable to different video feeds. The stated objective goes beyond generating alerts: researchers want enough measured performance data to establish a reliable coverage factor and support data-driven Lateral Range Curves used in search planning.

USCG-2026-0374 • Search & Rescue Sensor Research

The goal is not merely to detect a target. It is to measure how detection probability changes across the search track.

Coast Guard researchers want repeatable performance data that can convert automated visual detection into search-planning inputs.

Prospective Partner LOOKOUT

Named commercial system under consideration.

Processing Model Edge

Portable, self-contained local processing required.

Sensor Requirement Feed-Agnostic

System cannot depend on one proprietary video source.

Comment Deadline Nov. 25

Other viable participants may still come forward.

What a Lateral Range Curve is trying to measure

During repeated passes, researchers record both detections and misses at different closest-approach distances. Those observations can be converted into a probability-of-detection profile.

SAR Planning Input Build data-driven LRC and coverage assumptions.
The hard part is the misses.

An AI demo usually emphasizes successful detections. Search planning requires knowing when and where the sensor failed to detect a target, because missed opportunities define the performance curve too.

One curve will not describe every condition.

Target type, range, sensor, visibility, sea state, platform geometry and other factors can change detection probability. Validation has to span the operating envelope.

What the Coast Guard Actually Wants to Test

The commercial opportunity is not simply “build an object detector.” The system has to survive a much more demanding operational and statistical test.

Requirement Why the Coast Guard Wants It Technical Difficulty What Would Need Measuring Commercial Implication Status
Automatic Detection Reduce dependence on continuous human visual scanning. Very small maritime objects occupy few image pixels at useful search ranges. Detection probability versus target range. Computer-vision vendors need more than benchmark accuracy on curated imagery. Explicit
Classification Distinguish people, boats, debris and other targets. Waves, glare and partial occlusion can make small objects visually similar. Correct classification, false classification and confidence. Target-specific performance may matter more than one overall accuracy score. Explicit
Tracking Maintain contact after initial detection. Relative vessel motion, waves and camera movement continuously alter the scene. Track continuity, reacquisition and false-track rates. Stabilization and geometry become part of the AI problem. Explicit
Low Light SAR missions do not stop after sunset. Reduced contrast and higher sensor noise can lower detection range. Separate performance envelope by illumination and sensor type. Thermal and low-light camera integration could become commercially important. Test Variable
Fog / Precipitation Determine whether nominal AI performance survives degraded visibility. Atmospheric attenuation obscures small targets before software can classify them. Detection curve under measured visibility conditions. Camera quality and AI quality cannot be evaluated independently. Test Variable
Rough Sea State Real casualties frequently occur in poor conditions. Waves can repeatedly hide a person or raft while vessel motion shifts the horizon. Hit/miss performance across sea-state bands. A system proven only in calm water would have limited SAR value. Test Variable
Edge Processing Allow the system to work without continuous high-bandwidth connectivity. Real-time inference has to fit within onboard power, cooling and compute limits. Latency, dropped frames, thermal load and sustained processing. Opens demand for rugged GPU and embedded-compute suppliers. Explicit
Video-Feed Agnostic Avoid dependence on one camera or aircraft/vessel installation. Resolution, frame rate, lens geometry and stabilization differ by sensor. Interoperability and performance degradation across feeds. Favors software that can ride across existing camera fleets. Explicit
Coverage Factor Translate sensor performance into usable search-planning assumptions. Requires statistically meaningful detection and non-detection data. Sweep-width / LRC behavior and associated uncertainty. Could become a much higher barrier to entry than a simple camera demonstration. Core Goal
SAROPS Integration Existing Coast Guard research aims eventually to produce LRCs usable in SAROPS. Operational acceptance requires validated sensor-performance modeling. Agreement between modeled and empirical LRCs. Successful vendors may ultimately compete on quantified search effectiveness. Longer-Term Path
Computer Vision Detection vendors

Need validated maritime target performance, not generic object-recognition scores.

Marine Electronics Camera suppliers

Sensor resolution, optics, thermal capability and stabilization directly affect the curve.

Edge Hardware Rugged compute

Local processing creates a market for high-performance onboard inference hardware.

Bridge / Autonomy System integrators

Quantified detection performance could eventually support other maritime lookout applications.

Build a Simplified Lateral Range Curve From Field-Test Data

Enter detections and total opportunities at several closest-approach distances. The tool converts those observations into an empirical detection curve and a screening estimate of sweep width.

The area beneath the detection curve provides a simplified estimate of effective sweep width. Track spacing then determines coverage. Change the hit/miss observations to see why an AI sensor must be measured across range rather than assigned one headline accuracy score.

Educational screening tool only. The calculation assumes a symmetric detection curve on both sides of the search track and uses trapezoidal integration of the user-entered observations. The displayed POD uses the simplified exponential random-search relationship 1 − e^(−coverage). It is not SAROPS, does not reproduce an approved Coast Guard LRC-development method, and should not be used for operational search planning.
