Morocco Is Building a 20-Million-Container Mediterranean Giant. MSC, Maersk and CMA CGM Are All In.

🔔 Subscribe to ShipUniverse Weekly →

Morocco has announced a major expansion of its Mediterranean port network, with the first container terminal at Nador West Med scheduled to begin operations within days and a new 4.5-million-container terminal planned for Tanger Med under a concession with Maersk's APM Terminals. The October 28 announcement follows approximately $5.5 billion in public and private investment at Nador, where terminal partnerships involving MSC and CMA CGM are preparing to handle a combined planned capacity of roughly 5.3 million containers annually. Tanger Med, which handled a record 11.1 million TEUs in 2025, could eventually reach 20 million containers in annual capacity under the expansion program. The projects would strengthen Morocco's position at the intersection of Atlantic, Mediterranean, European and African shipping routes, although the announced capacities represent future potential rather than cargo already being handled.

Morocco's Three-Carrier
Port Expansion Strategy

MSC and CMA CGM are positioned at Nador West Med. Maersk's APM Terminals has secured the concession for Tanger Med 3. The combined project pipeline adds major container-handling capacity on Morocco's Mediterranean coastline.

Morocco's longer-term target would require new infrastructure and related extensions. It is not Tanger Med's current throughput, and no announcement establishes that all 20 million units can be handled immediately.

Capacity discipline: Terminal names, shares and technical specifications are sourced from operator disclosures. October 28 government numbers are stated as annual containers; operators additionally report TEU-denominated design capacities. The values describe planned full-build capability, not confirmed annual throughput or guaranteed carrier volumes.
ShipUniverse | Mediterranean Container Competition

The Mediterranean's Container Balance Is Already Shifting

Actual 2025 throughput places Tanger Med well ahead of nearby Spanish gateways. The new Moroccan investments introduce further capacity, carrier partnerships and possible feeder-network changes.

Comparable actual throughput / Calendar year 2025
Tanger Med, Morocco11.11m TEU
Valenciaport, Spain5.66m TEU
Algeciras, Spain4.74m TEU
These are recorded 2025 annual container throughputs in twenty-foot equivalent units. They are separate from Nador's future 5.3-million-container design target and Tanger Med's proposed 20-million-container capacity. Valenciaport is a multi-port authority total, not solely one terminal.

Established regional import-export markets and extensive hinterland networks. Potential pressure on contestable transshipment services and future terminal investments. Commercial contracts, port-call productivity, inland delivery costs and carrier network choices.

Contestable cargo: transshipment

Shipping lines can reconsider where mainline vessels connect with feeder services. Port cost, berth availability, productivity and connection timing influence that decision.

Less easily shifted: local imports and exports

A container destined for a Spanish factory or warehouse still needs a suitable delivery route. A lower transshipment charge in Morocco does not automatically make it economical to relocate the gateway call.

Comparison standard: 2025 throughput is taken from published port data. Future project capacities are based on government and terminal-operator disclosures. Competitive effects are analytical possibilities, not verified cargo diversions or forecasts of losses at named European ports.

Can Morocco's New Container Capacity Pay?

Model the liner calls, TEU throughput and terminal-handling margins required to support a new Mediterranean container facility. Test Nador East, Nador West or the planned Tanger Med 3 terminal.

Assumptions: All default call counts, volumes, handling prices, operating expenses and cargo-diversion percentages are illustrative ShipUniverse inputs, not published rates or commitments. Count TEU handled by the terminal once per actual lift, including separate unloading and loading lifts when applicable. Other handled TEU must exclude lifts already included in mainline calls. ShipUniverse modeling disclaimer: This tool is an illustrative terminal-level operating model, not a financial forecast for Nador West Med, Marsa Maroc, MSC, CMA CGM, APM Terminals or Tanger Med. It excludes construction costs, financing, depreciation, tax, concession fees unless built into the inputs, and detailed vessel/feeder scheduling constraints. Actual shipping contracts, terminal tariffs and cargo commitments have not been disclosed. Diversion estimates are hypothetical and cannot be interpreted as verified losses at competing ports. Design capacity is an upper modeling limit, not guaranteed available working capacity during ramp-up.
