FuelEU surplus can become real commercial property long before it becomes a formal compliance document, which is exactly why owners can accidentally give it away in charter deals. Under the European Commission’s FuelEU guidance, a positive compliance balance can be banked and does not expire, while surplus cannot be transferred ship-to-ship except through pooling. The same guidance also says the regulation does not set a pooling price, leaving the economic value to private agreements between the parties.
