India and the Philippines Could Transform How Seafarer Certificates Are Verified

Anyone who's had a relief officer held up over a certificate knows the real problem isn't the missing photocopy. It's getting the ship manager, flag state and inspector to trust the same information without chasing three different offices. India's new agreement to test ISF Verify is a step toward fixing that. The paper hasn't disappeared. But two of the biggest seafarer-supplying countries are now involved in building the connection.

The important distinction
What actually happened

India signed on to pilot a connection

On November 4, the Indian administration, ICS and Lloyd's Register OneOcean announced work to explore an API link between India's existing certification platform and ISF Verify. The Philippines' MARINA integration has completed a proof of concept.

What has not happened

No universal passport has been issued

ISF Verify is a credential-verification connector, not a replacement for a national passport, visa or seafarer's identity document. The 30% figure describes the countries' share of seafarer supply, not live user adoption or certificates already integrated.

How a certificate stops being a photocopy

Four-step handoff
01 / ISSUE

State creates record

The national administration remains the authority for the credential.

02 / CONNECT

System links it

A permitted interface makes certificate status verifiable.

03 / SHARE

Seafarer controls access

Authorized employers and authorities request the needed details.

04 / VERIFY

Check at the source

Confirm identity, validity, endorsements and revocation status.

Regulatory footing: IMO's 2023 guidance already provides a path for authentic electronic STCW certificates, including approved verification methods. It does not require every flag or port to use ISF Verify. Connectivity, approval and a usable verification fallback still matter.

10 pieces of paperwork in the crosshairs

From near-term to difficult

The first four are closest to the ISF Verify model. The rest need their own issuers, recognition rules or operating systems. “Could disappear” means reducing physical copies and repetitive checks, not abolishing the underlying legal requirement.

01
Credential lane

Certificates of Competency (CoC)

Master and officer qualification checks can move from scanned pages to issuer-confirmed validity. The issuing administration must support approved electronic records.

02
Credential lane

STCW Certificates of Proficiency

Safety, tanker and specialist endorsements can be checked against their issuing authority. Coverage depends on how each state records these qualifications.

03
Credential lane

Foreign-flag endorsements

Flag recognition can be verified without repeatedly requesting stamped copies. The UK began issuing electronic flag-state endorsements in September 2026.

04
Credential lane

Refresher and short-course proof

Digitally issued training records could follow sailors between employers. A course attendance record is not automatically a statutory Certificate of Proficiency.

05
Separate issuer

Medical fitness certificates

Check fitness status and expiry without circulating unnecessary clinical data. India has an e-Samudra medical-certificate issuance framework; privacy and flag acceptance remain key.

06
Separate rules

Discharge books and sea-service proof

Verified service history could replace recurring letters and photocopies. National requirements for the underlying discharge record still apply; India already offers online CDC verification.

07
Already emerging

Cadet training record books

Signed onboard training tasks are moving into digital logs. The UK's MCA backed an electronic training record book rollout for specified cadet routes beginning in 2025/26.

08
Labour law

Seafarer employment agreements

Electronic signing and sharing may cut filing and courier work, but MLC requirements for signed agreements and accessible onboard copies must still be satisfied.

09
Different system

Arrival and departure crew lists

These are already part of the IMO Maritime Single Window electronic-data regime, mandatory since January 2024. That is port clearance, not ISF Verify certification.

10
Border law

Seafarers' identity documents

Biometric SIDs and national discharge books may become easier to authenticate. But immigration, ILO Convention 185 and passport rules mean a phone-based credential cannot simply replace them.

Where the hours and delays actually sit

Who gets the benefit
StakeholderRepetitive task todayValue of trusted digital records
Crewing managersCollect certificates, cross-check names, chase expiry and flag confirmations.Fewer manual checks, faster crew-file completion and clearer audit trails.
SeafarersCarry copies and repeatedly send the same credentials to new employers.Controlled sharing and fewer administrative obstacles when changing jobs.
Flag administrationsRespond to recognition and authenticity inquiries.Potentially quicker endorsement and revocation verification.
Port State ControlInspect crew certification and resolve uncertain authenticity.Quicker checks when online status is available and accepted.

What should be in the vendor contract? Named issuer connections, certificate and revocation coverage, consent and access logs, offline procedures, identity-match controls, country-by-country acceptance, and an export path if the platform changes. A nice-looking digital wallet alone solves very little.

Three ways the rollout could stumble

Practical constraints
01 / Identity

Right certificate, wrong person

A valid QR code proves little if the holder, certificate number and identity record are not reliably matched.

02 / Coverage

One flag isn't every flag

Endorsements, national recognition and port inspection processes still differ. An API agreement is not universal legal acceptance.

03 / Resilience

The gangway has bad Wi-Fi

Verification needs a documented backup when a portal, ship connection or national registry is temporarily unavailable.

INTERACTIVE / CREW FILE VERIFICATION COST

What does certificate checking cost your fleet?

Model the annual clerical time that trusted online verification might remove. Change fleet size, check frequency, usable digital coverage and software spending. All inputs are illustrative and editable.

Include replacements and rotation, not just onboard berths.
Across all certificates and repeated checks combined.

Estimated annual admin hours recovered

Distinct seafarers modeled
All annual credential checks
Manual checking hours before change
Gross value of time recovered
Annual digital system cost
Net annual admin value after platform expense

Formula: vessels × different seafarers per vessel annually × credential-check events × minutes/check ÷ 60 = current checking hours. Recovered hours = current hours × eligible digital-check share × time reduction. Net admin value = recovered hours × loaded hourly cost − annual platform/integration expense. This counts clerical time only; it excludes implementation startup costs, actual rescheduling, late reliefs, fraud prevention and avoided off-hire. Recovered hours are not cash savings unless work or labor spending is reduced or productively redeployed. No savings or adoption rate is guaranteed.
