EU Maritime Agency Opens €1M Nuclear Ship Design Study as IMO Targets 2030 Rule Overhaul

🔔 Subscribe to ShipUniverse Weekly →

The European Maritime Safety Agency has opened a €1 million research framework focused specifically on ship design and safety assessment of nuclear-fission technologies for maritime applications, moving its nuclear-shipping work beyond the broad feasibility study it published in 2024. Tender EMSA/2026/OP/0023 was published October 1, runs for 48 months and closes December 7 at 16:00 UTC. The procurement description says the work will investigate nuclear propulsion as a source of zero-emission, long-endurance power for large vessels and explicitly connects the research to IMO work now underway to overhaul international regulations for nuclear-powered ships. The framework is intended for a single contractor and weights technical quality at 70% and price at 30%. It remains a research procurement, not authorization for commercial nuclear ships and not an EU vessel-order program.

Europe's research effort is moving from nuclear feasibility toward vessel design and safety assessment

The procurement arrives while IMO is simultaneously rewriting the international safety framework that any future nuclear-powered merchant ship would have to satisfy.

From feasibility paper to regulatory engineering

EMSA's earlier work established possible reactor/ship arrangements. The next phase is occurring while IMO builds the rules that could eventually certify such ships internationally.

2025–2026
IMO starts rewriting rules

MSC directs SDC to revise the 1981 Nuclear Code and update SOLAS Chapter VIII using modern technology and IAEA standards.

October 2026
Ship-design tender opens

EMSA seeks design and safety-assessment work for nuclear fission technologies on large, long-endurance vessels.

2030 Target
New international code

IMO roadmap targets finalization and adoption of revised nuclear-ship rules and SOLAS amendments.

2024 EMSA Reference Case 208,000 DWT Bulker

Two independent 10-MWe microreactor units modeled in the engine-room region.

2024 EMSA Reference Case 14,000 TEU Boxship

Three 10-MWe reactor modules considered as part of a hybrid propulsion arrangement.

2024 EMSA Reference Case 9,000-Person Cruise Ship

Two 45-MWe lead-cooled fast reactors modeled for an electrically propelled vessel.

These three vessel configurations came from EMSA's 2024 research study. They are illustrative engineering concepts, not EU-approved ships, procurement specifications for the new contract or announced commercial orders.

What Has to Exist Before a Nuclear Merchant Ship Can Trade Normally?

Technical feasibility is only one layer. Commercial deployment requires alignment across ship design, nuclear regulation, class, flag state, ports, crews, insurers and emergency authorities.

Certification Layer Current Position Work Already Underway What Still Has to Be Solved Why It Matters Commercially Status
IMO Nuclear Code Current international code dates from 1981. IMO has formally begun a technology-agnostic revision. Safety goals, reactor assumptions and international requirements must be modernized for contemporary reactor types. Owners need predictable international rules before committing to ships intended for multiple flags and ports. Revision Underway
SOLAS Chapter VIII Existing chapter establishes basic nuclear-ship safety requirements. IMO is developing amendments alongside the revised Nuclear Code. New text must accommodate modern reactors and today's wider SOLAS architecture. SOLAS is the core international safety convention for merchant ships. 2030 Target
Reactor / Hull Integration Multiple concepts have reached class Approval in Principle. Work covers placement, shielding, stability, propulsion and segregation. Full design verification, collision protection, cooling, containment and machinery interfaces remain vessel-specific. A reactor that works ashore does not automatically work inside a ship. Engineering Advancing
Class Rules ABS, LR and other societies are publishing nuclear guidance and reviewing concepts. ABS introduced a Nuclear-Ready notation in 2026. Detailed construction and survey rules must mature alongside IMO regulation. Class approval will be central to finance, insurance and flag acceptance. Early Framework
Port Access No globally routine system exists for commercial nuclear port calls. Rotterdam, Maersk, LR and CORE POWER studied port-call feasibility in 2026. Exclusion zones, emergency plans, security, public authorities and local nuclear rules must be aligned. A ship unable to enter enough commercial ports has little commercial value. Case-by-Case Work
Crew & Training Merchant mariners are not currently trained at scale for civil reactor operations. EMSA identifies training as a core unresolved challenge. Roles, licensing, radiation training and division between marine and nuclear operators need definition. Specialized crewing can materially alter operating cost and availability. Major Gap
Security & Safeguards Commercial vessels operate in a far more open environment than naval reactors. Recent corridor studies are examining ship security, safeguards and cyber resilience. Nuclear material control, terrorism protection, cybersecurity and access-control regimes require international coordination. Security restrictions could determine route and port flexibility. Major Gap
Emergency Response Traditional marine casualty systems were not designed around reactor incidents. Port-feasibility studies are beginning to examine emergency preparedness. Salvage, firefighting, collision, grounding and places-of-refuge protocols need nuclear-specific planning. Coastal states need confidence before routinely admitting nuclear ships. Early Work
Liability & Insurance Existing marine and nuclear liability systems were built separately. EMSA and industry studies repeatedly flag insurance and liability as barriers. Allocation of nuclear damage, marine casualty and third-party liabilities needs an insurable structure. A technically certifiable ship still cannot trade without finance and cover. Unresolved
Fuel Cycle & End of Life Advanced reactors promise very long intervals between fuel changes. Current studies examine modular fuel and reactor concepts. Fuel manufacture, custody, reactor replacement, spent fuel and decommissioning must fit international nuclear law. Lifecycle economics depend on much more than bunker-fuel savings. Technology Dependent
June 2026 Nuclear PCTC AiP

LR reviewed reactor placement, shielding, stability, cargo impact and preliminary safety for a car carrier.

July 2026 15,000-TEU AiP

ABS approved a Korean nuclear-powered containership concept developed with KRISO and KAERI.

September 2026 Pink Corridor

Maersk, LR, Felixstowe and Charleston began studying a theoretical nuclear transatlantic container route.

September 2026 Nuclear LNG Economics

ABS study modeled a 174,000-m³ LNG carrier with roughly 2.5× conventional initial investment.

Interactive Certification Path

What Would It Take to Certify a Nuclear-Powered Containership?

Select each gate in the chain. A vessel has to clear all of them, not merely demonstrate that a reactor can generate propulsion power.

Gate 1

Integrate the reactor into an actual ship

The design must resolve reactor placement, shielding, collision protection, cooling, electrical conversion, propulsion architecture, stability, structural segregation and access for maintenance or reactor replacement.

2026 Position Concepts + AiPs
Evidence Multiple designs
Readiness Early engineering
Critical Gate Vessel-specific integration has to work without creating a new casualty path.

The reactor cannot compromise cargo capacity, survivability, stability, maintainability or emergency systems merely because the nuclear technology itself is technically feasible.

Safety Case
This is a document-navigation and regulatory-readiness tool, not a forecast that a nuclear merchant ship will enter service by a particular year. Approval in Principle is an early design milestone and is not equivalent to statutory approval, flag certification, nuclear licensing or commercial port acceptance.
