Russia Puts $116B Price Tag on Arctic Shipping Push as Cargo Target Jumps Toward 150M Tonnes

Russia estimates that building the Trans-Arctic Transport Corridor into a large-scale commercial transport system will require about RUB10 trillion, roughly $116 billion, through 2035. Rosatom chief executive Alexey Likhachev said the financial model calls for approximately RUB5 trillion of investment through 2030 and another RUB5 trillion during the following five years, funded through a combination of private capital, government money, development institutions, borrowing and international investment. The project is substantially broader than the Northern Sea Route itself, covering ports, rail connections, inland waterways, logistics infrastructure, icebreakers and a much larger ice-class merchant fleet. Russia's baseline model targets 110 million to 150 million tonnes of annual cargo by 2035, compared with 37.02 million tonnes in 2025, while an optimistic scenario reaches 200 million tonnes by 2040.

Russia's financial model divides the spending roughly evenly: RUB5 trillion through 2030 and another RUB5 trillion from 2031 through 2035. Ports, land connections and ships all sit inside the investment requirement.

Icebreakers alone cannot deliver the cargo target
Russia currently operates eight nuclear icebreakers and has discussed an 11-vessel nuclear fleet by 2035, alongside roughly 100 high-ice-class merchant vessels and a much larger rescue and support fleet.
China is becoming more than an Arctic commodity buyer
China-Russia shipments represented 5.4 million tonnes, nearly 15% of NSR cargo in 2025. More than 30 Chinese container voyages are expected in 2026, with regular China-Europe sailings now being tested.
Ships, ports and cargo have to arrive at the same time
Rosatom identifies synchronization as a major challenge. Long shipbuilding lead times, international financing, insurance, sanctions exposure and uncertain cargo growth could prevent infrastructure and vessel capacity from developing at the same pace.

Russia separately identifies 271 Arctic development projects, including resource, industrial, infrastructure and social projects. This larger number should not be confused with the RUB10 trillion transport-corridor requirement.
