Bunker Spike Brings Emergency Container Surcharges Back

🔔 Subscribe to ShipUniverse Weekly →

CMA CGM is bringing back an emergency fuel surcharge on August 1 as renewed Strait of Hormuz tension sends bunker costs higher across major marine fuel hubs. The surcharge is reported at $65 to $165 per container, depending on the trade, and arrives as VLSFO prices sit above $800 per metric ton in Fujairah and LA/Long Beach, near $785 in Singapore, and above $700 in Houston. MGO prices are even more expensive, with Fujairah and LA/Long Beach both above $1,370 per metric ton

Ship Universe Marine Fuel Watch

Operator Impact Snapshot

Emergency fuel charges are moving bunker volatility directly into container pricing.

The latest surcharge notice turns today’s bunker price rise into a commercial issue for ocean freight quotes, freight budgets, fuel recovery clauses, and customer pass-through planning.

High

Container surcharge exposure

The $65 to $165 per container surcharge can quickly become material for shippers moving hundreds or thousands of boxes.

High

Bunker price pressure

VLSFO above $800/mt in Fujairah and LA/Long Beach shows fuel cost pressure is not limited to one region.

Watch

Hormuz-linked volatility

Security tension near a major energy chokepoint can move fuel prices, freight quotes, insurance assumptions, and route planning quickly.

Medium

Contract and quote friction

Forwarders and cargo owners may see more disputes over surcharge timing, quote validity, pass-through terms, and all-in freight comparisons.

High

MGO cost strain

MGO above $1,370/mt in key hubs adds pressure for auxiliary fuel, port operations, special equipment, and vessels with distillate exposure.

Commercial Reading

The surcharge is a carrier fuel-recovery move, but the market effect spreads across multiple parties because bunker costs sit inside freight quotes, vessel economics, customer invoices, and contract language.

  • Shippers: check affected trades, effective dates, container count, surcharge rate, and quote validity.
  • Forwarders: separate base freight, fuel surcharge, local charges, and timing risk in customer pricing.
  • Carriers: monitor bunker recovery against VLSFO and MGO exposure across high-cost hubs.
  • Brokers: watch whether fuel volatility changes fixture ideas, route economics, and voyage margins.
  • Suppliers: expect more attention on bunker availability, stem timing, credit exposure, and port price spreads.
Operator note: The cost question is no longer only the bunker price. It is the gap between actual fuel exposure and the amount that can be recovered through surcharges or customer contracts.

Bunker Cost Board

Surcharge Range, Port Prices, and Fuel Recovery Signals

Fuel cost pressure is showing up in both carrier surcharge notices and live bunker pricing across major hubs.

Latest Fuel Cost Setup

Emergency surcharge range $65 to $165

Reported per container, depending on the affected trade.

Effective date Aug. 1

CMA CGM said the emergency fuel surcharge begins from August 1.

Highest VLSFO hubs shown $813/mt

Fujairah and LA/Long Beach are both listed at $813 per metric ton.

Highest MGO hub shown $1,377.50/mt

LA/Long Beach leads the listed MGO group, with Fujairah close behind at $1,375/mt.

Market signal: surcharge pressure is being driven by a blend of fuel price volatility, Middle East risk, regional bunker spreads, and the need for carriers to recover higher voyage costs quickly.

Bunker Price Table

Fuel Marker Current Price Cost Signal Commercial Effect Pressure Meter
Fujairah VLSFO Middle East bunker hub $813/mt, with MGO at $1,375/mt. High fuel pricing near a Gulf gateway adds direct sensitivity to Hormuz-linked routing and refueling plans. Strong impact on bunker budgets, surcharge logic, charter cost recovery, and fuel procurement timing. High
LA / Long Beach VLSFO U.S. West Coast hub $813/mt, with MGO at $1,377.50/mt. West Coast fuel costs remain expensive, especially for transpacific calls and vessels with distillate exposure. Adds pressure to Asia-U.S. routing, port-cost models, surcharge recovery, and marine fuel planning. High
Singapore VLSFO Global bunker benchmark hub $785/mt, with MGO at $1,199/mt. Singapore remains below Fujairah and LA/Long Beach for VLSFO, but still reflects elevated fuel-cost pressure. Important reference point for Asia-Europe, intra-Asia, and long-haul bunker cost planning. Medium High
Houston VLSFO U.S. Gulf reference $701.50/mt, with MGO at $1,228/mt. Houston remains lower than the highest listed hubs, but MGO levels still create auxiliary and port-operation cost pressure. Relevant for Gulf, Atlantic, energy, project cargo, and container cost comparisons. Medium
Rotterdam VLSFO North Europe reference $676.50/mt, with MGO at $1,204.50/mt. Rotterdam is lower than the top VLSFO hubs, giving operators a useful comparison point for bunker spread analysis. Useful for Europe-linked trade lanes, bunker-only calls, and route cost comparisons. Medium
MGO Spread Distillate pressure Listed MGO prices range from $1,199/mt in Singapore to $1,377.50/mt in LA/Long Beach. Distillate exposure can add cost strain for port operations, auxiliary engines, emissions areas, and special operating modes. Important for vessels with higher MGO use, reefer-heavy calls, port stays, and compliance-sensitive voyages. High

Emergency Fuel Surcharge Impact Calculator

Estimate customer surcharge cost, bunker price increase, recovery gap, and per-container fuel exposure.

This tool helps shippers, forwarders, carriers, and brokers model the cost impact of emergency fuel surcharges and higher bunker prices on a container shipment or trade program.

Use the number of containers expected to move under the surcharge.
CMA CGM’s reported range is $65 to $165 per container. Use the trade-specific amount.
Higher means more of the surcharge is passed through or contractually recovered.
Use voyage, service, or shipment-allocation fuel exposure.
Use your previous bunker budget or quote assumption.
Default uses a high current VLSFO reference from Fujairah and LA/Long Beach.
Use auxiliary, port, emissions-zone, or distillate fuel exposure.
Use your previous MGO budget or quote assumption.
Default uses the current Fujairah MGO reference.

Total Surcharge Bill

$57,500

Estimated customer-facing surcharge amount across the affected containers.

Bunker Cost Increase

$69,550

Estimated increase versus the previous VLSFO and MGO planning prices.

Recovered Surcharge

$46,000

Estimated amount recovered through pass-through billing or contract terms.

Net Fuel Gap

$23,550

Estimated bunker increase not covered by the recovered surcharge amount.

Surcharge burden58%
Bunker increase pressure70%
Recovery strength80%
Net squeeze24%
Fuel pressure score58%

Fuel Cost Signal

Elevated

The shipment group shows elevated fuel-cost pressure. The surcharge helps recovery, but bunker increases may still create a margin gap depending on contract terms.

Use note: This calculator is a planning model, not a freight quote or bunker forecast. Actual exposure depends on trade lane, carrier tariff, contract terms, container type, cargo timing, bunker stem, route, port stay, and live fuel prices.
