Germany Plans Up to 20 Modular Naval Support Vessels by 2028, Explicitly Citing Russia’s Hybrid War

🔔 Subscribe to ShipUniverse Weekly →

Germany's military procurement office has opened a seven-year framework for a new Navy-Tug flex class that goes substantially beyond replacing six ageing harbor tugs. The current federal tender calls for up to 20 identical new-build vessels from an already-running production series, each capable of carrying two ISO 20-foot containers or four 10-foot containers and remaining technically at sea for at least seven days. BAAINBw explicitly says rapid procurement by 2028 is required because of the current security situation and to help counter what the filing describes as Russia's ongoing hybrid war against Germany and its allies in the North Sea and Baltic Sea regions. The October 16 update leaves participation requests open until November 18, 2026 at 13:00, while the publicly visible tender still does not disclose an estimated program value.

German Navy • Navy-Tug flex • BAAINBw Q/S2BM/SA014/41078

Germany is replacing six old harbor tugs with a framework capable of scaling to twenty modular support vessels

The procurement combines conventional towing with a working deck, ISO-container payload capacity, offshore support tasks and at least seven days of technical endurance.

URGENT PROCUREMENT • TARGET: 2028
Framework Ceiling
20
Maximum identical vessels available under the framework.
Initial Structure
10 + 10
Initial tranche with follow-on option capacity.
Container Payload
2 × 20ft
Or four standard 10-foot ISO containers.
Technical Endurance
≥7 days
Significantly broader operating concept than short harbor movements.
Framework Duration
84 mo.
Seven-year procurement framework with no stated extension.

From harbor tug to flexible capability carrier

The government still calls the new vessels harbor tugs, but the required mission set and deck architecture materially expand how they can be used.

Current Fleet • Class 725 Six ≈35-year-old harbor tugs
  • Primarily naval harbor towing and maneuvering
  • Built between the late 1980s and 1990
  • Firefighting capability
  • Sea-target towing added to operational use
  • Now described by BAAINBw as no longer sufficient for requirement
→
Future Fleet • Class 724 Navy-Tug flex Serial-production multipurpose naval support hull
  • Harbor and coastal naval towing
  • Working deck for modular container payloads
  • At least seven days technical endurance
  • Firefighting in harbor and at sea
  • Pollution response and vessel recovery
  • Ice service
  • Weapons-trial and sea-target support
  • Shipyard trials and compensation runs
Explicit Capability 2 × ISO 20ft

Standardized container positions create a payload interface without defining the payload itself.

Explicit Capability Working Deck

Supports equipment handling beyond conventional harbor-tug duties.

Explicit Capability Seven-Day Endurance

Enables sustained coastal or regional operations beyond short port sorties.

Procurement Strategy Existing Series

Germany wants an already-produced vessel family rather than waiting for a bespoke design cycle.

What the tender does not say: the public notice does not specify armed containers, drones, mine-countermeasure modules, intelligence sensors or counter-sabotage payloads. ISO-container capacity makes such modularity technically interesting, but the actual container missions have not been disclosed.

What the Government Has Actually Specified

The public filing contains enough detail to show an expanded support-vessel concept, while leaving several commercially important specifications inside restricted tender documents.

Requirement Public Tender Position Operational Effect Industrial Signal What Remains Unknown Status
Fleet Quantity Framework for up to 20 identical vessels. Allows capacity to expand well beyond the six-vessel legacy fleet. Serial procurement rather than isolated replacement ships. How many options Germany will eventually exercise. Confirmed Ceiling
Initial Procurement Tender data indicate an initial 10-vessel tranche with options for up to 10 more. Initial fleet already exceeds the six units being replaced. Gives BAAINBw a scalable follow-on route. Funding profile and timing of optional vessels. 10 + 10 Structure
Design Source Vessel must come from an already-running production series. Reduces development lead time. Opens competition toward proven commercial or military-derived tug designs. Which production series meet all restricted requirements. Speed Priority
Classification Recognized classification society plus German-flag compliance. Commercial-style class framework remains part of vessel acceptance. Reinforces use of mature serial-production architecture. Exact class notation in restricted specifications. Confirmed
Container Deck Two ISO 20-foot or four ISO 10-foot containers. Provides standardized payload positions. Mission equipment can potentially be changed without redesigning the hull. Actual military payloads and service interfaces. Modular Interface
Sea Endurance Minimum seven days technical endurance. Extends useful operation beyond harbor maneuvering. Indicates sustained coastal or regional support role. Crew endurance, range and transit speed. ≥7 Days
Towing Naval ships, boats and equipment in harbor and near-coastal waters. Core tug mission remains central. New generation must support future German naval fleet. Required bollard pull is not visible in public notice. Restricted Detail
Firefighting Required both in port and at sea. Provides emergency-response capability around naval bases and vessels. Increases utility in peacetime and crisis. Pump capacity and FiFi class. Confirmed Mission
Recovery Securing and salvaging ships and boats at sea. Creates an offshore-response role. Moves mission concept beyond routine harbor support. Winch, crane and recovery-load requirements. Broader Role
Weapons Trials Escort, deployment and towing of sea targets. Supports naval firing and weapons-test activity. Adds recurring fleet-training utility. No indication of onboard weapons. Support Role
Program Cost No public estimated contract value. Cost-per-hull cannot yet be calculated responsibly. Award notice may eventually expose pricing. Initial and maximum framework value. Not Disclosed
Delivery Schedule Government says short-term procurement is required by 2028. Drives preference for an existing production design. Shipyards with live series production gain an obvious schedule advantage. Exact delivery dates and sequencing. Urgent
Baltic Security Hybrid Threat Mission

BAAINBw itself links the urgent procurement to Russia's ongoing hybrid campaign in the North Sea and Baltic Sea region.

NATO Context Baltic Sentry

NATO continues deploying ships, patrol aircraft and naval drones to protect critical undersea infrastructure in the Baltic.

German Navy Context More Distributed Tasks

German exercises now explicitly include protection of shipping, critical infrastructure and response to hybrid activity.

Interactive Capability Boundary

What Could Navy-Tug flex Actually Do?

Explore mission concepts while keeping a hard line between what BAAINBw explicitly requires and what the container deck merely makes possible.

Standard hull + changeable payload space

The public requirement fixes the container interface but does not define the equipment that will occupy it.

ISO 20'
ISO 20'
Containers 2 × 20ft / 4 × 10ft
Endurance ≥7 days
Hull Source Existing series
Quantity Up to 20

Select a possible mission package

EXPLICIT IN TENDER

Firefighting at sea

BAAINBw explicitly lists firefighting both in harbor and at sea. The mission itself is confirmed, although the publicly visible notice does not disclose pump capacity or fire-fighting notation.

Evidence Strength High
Container Dependency Not required to infer mission
The explorer deliberately distinguishes between missions stated in the procurement notice and capabilities that are merely compatible with a standardized container deck. It should not be used to claim undisclosed German Navy equipment or operational plans.
