Iran's Persian Gulf Strait Authority has expanded its so-called Non-Compliance List to 124 vessels, with Lloyd's List identifying 43 additions since the previously analyzed 81-ship roster and seven more Sinokor-linked VLCCs among the newly targeted tonnage. Iran says listed vessels may face fines, detention or confiscation if they attempt future Strait of Hormuz passages, and it has threatened to extend restrictions to ships conducting transfers or other business with vessels already on the list. The expansion comes as at least 26 attacks or security incidents were recorded around Hormuz during the first half of October, already the highest monthly total since the current conflict began.
Iran's Vessel Blacklist Has Gone From 45 Ships to 124 in Less Than Two Months
The issue is no longer limited to a handful of tanker operators. Tehran is steadily expanding the number of hulls, counterparties and shipping activities it says can trigger enforcement.
Does the Blacklist Predict Which Ship Gets Hit?
The attack chronology says no. Some vessels were listed first. Others were attacked first and only added later.
| Vessel | Incident | Blacklist Timing | Signal |
|---|---|---|---|
| EL GAIA | Struck Sept. 13 | Listed before attack | One of the clearest early cases linking prior designation with a later incident. |
| KITION M | Damaged Oct. 11 | Added Oct. 6 | Designation preceded confirmed damage by five days. |
| GFS PRIDE | Sunk Oct. 13 | Added after incident | The expanded list absorbed a vessel already attacked. |
| GFS GISELLE | Damaged Oct. 13 | Added after incident | Not evidence that blacklist placement predicted the strike. |
| ANGOLA PROSPERITY | Damaged Oct. 11 | Added after incident | Another retrospective addition. |
| LR STEPHANIE / AL MARYAH | Earlier attacks | Previously unlisted; later added | Shows Tehran can incorporate already-targeted ships afterward. |
| Other unlisted ships | Multiple incidents | Not blacklisted at time | Absence from the list does not mean low security risk. |

One blacklisted IMO number can create different problems depending on where you sit in the transaction. Select the stakeholder.
The hull itself is named
Iran says a listed vessel could face fines, detention or confiscation during a future passage. The IMO number should be screened before routing or fixing decisions because names, ownership and flags can change.
