Could a 137-Million-GT Ship Registry Become Nearly Instant? Singapore Plans AI Registration in Minutes

Singapore plans to launch an AI-assisted ship registration system in the first half of 2027 that the Maritime and Port Authority says will reduce processing time for standard applications from as much as three working days to just a few minutes. The new platform is intended to integrate the process from initial submission through application vetting and final Certificate of Registry issuance, while giving owners and agents live visibility into application status. MPA will begin industry pilot trials ahead of launch. The system will serve a registry that exceeded 4,400 vessels and reached a record 137 million gross tons at the end of 2025, making Singapore the world's fourth-largest ship registry.

Three Working Days Could Become a Few Minutes

Singapore is preparing to put AI inside the ship-registration workflow itself, assisting with document vetting and processing before certificates are issued electronically at completion.

Up to 3 Days Current Standard Processing Window

MPA says standard ship-registration applications can currently take as long as three working days to process.

Minutes 2027 Target

The new system is intended to reduce standard application processing to a few minutes, with the Certificate of Registry issued when processing is complete.

The End-to-End Registration Chain Singapore Wants to Compress

1. Application Submitted

Owner or ship agent enters the registration workflow through Singapore's digital registry environment.

2. Documents Reviewed

AI capabilities assist in reading and processing the information submitted with the application.

3. Vetting Supported

Application information can be checked against the registry's requirements and existing data.

4. Status Visible

Owners and agents will receive greater visibility into where the application sits in the process.

5. Certificate Issued

Successful standard applications are intended to move directly through to Certificate of Registry issuance.

The Automation Is Being Built for a Major Global Flag

#4 Global Registry

Singapore ranks as the world's fourth-largest ship registry.

~11 Years Average Fleet Age

MPA says it is the youngest fleet among the world's ten largest registries.

Important distinction: MPA's “few minutes” target applies to standard applications. The announcement does not say that unusual ownership structures, incomplete applications, legal questions, title problems or other exception cases will automatically be resolved in minutes.

AI Can Accelerate the Check. It Cannot Eliminate the Rules.

Singapore's registration requirements still involve legal title, ownership, tonnage, classification and statutory documentation. The technology changes how quickly a compliant application can be processed.

Registration Element Requirement Today 2027 Direction What AI Can Help With What Still Has to Be Valid
Vessel Name Name reservation is submitted through digitalPORT@SG. Integrated Workflow Data transfer, validation and workflow routing can become more automated. The vessel still needs an acceptable registered name.
Application Data Owner or agent provides registration information and supporting documentation. AI Assisted Extract information, identify fields and assist application processing. Information still has to be complete and accurate.
Ownership Builder's Certificate, Bill of Sale or former registry records may be required. Legal Requirement AI can help compare submitted data and flag inconsistencies. The owner must still establish legal title and continuity of ownership.
Encumbrances Existing ships generally require evidence concerning their previous registry and registered encumbrances. Legal Requirement Document matching and structured checks may accelerate review. A problematic title or registry history does not disappear because processing is automated.
Tonnage A recognised tonnage certificate is required. Still Required Certificate information can potentially be extracted and compared automatically. Tonnage must still comply with applicable measurement requirements.
Classification A class certificate from an authorised classification society may be used as evidence of seaworthiness. Still Required AI can support verification and matching of certificate data. The underlying class status must remain valid.
Statutory Certificates Applicable safety, pollution, load-line, ISM and security certificates must be provided. Faster Vetting The system can help process multiple certificate types and identify discrepancies. Required statutory certification does not disappear.
Final Registry Certificate Issued after the required formalities are completed. Minutes Target Successful standard applications can move through to certificate issuance without the same manual processing delay. Exception cases may still require human or legal intervention.

Singapore Has Already Tested the Basic AI Building Blocks

DocuMind Read the Documents

Uses multimodal large language models to extract information from ship insurance documents with differing layouts.

DocuMatch Check the Data

Cross-checks extracted information against MPA databases and supports application decisions.

12,000+ Annual Documents

Singapore processes more than twelve thousand statutory certificate renewals each year.

~3 min Pilot Target

Earlier government trials targeted certificate-processing turnaround of only a few minutes.

The Big Change: Administrative Latency

Information extraction, cross-checking, workflow routing and standard-case vetting can be compressed dramatically when clean data reaches the registry in a machine-processable form.

The Boundary: Compliance Still Matters

A fast registry remains a flag-state regulator. Ownership, seaworthiness, class, statutory certificates and registration eligibility still have to satisfy Singapore's requirements.

Vessel registration also does not necessarily delay vessel operations by the full processing window, applications can be processed concurrently, and exception cases may require additional review.
