South Gyeongsang Province has applied to South Korea's Ministry of Oceans and Fisheries to designate coastal waters connecting Hansan, Gajo and Chilcheon islands near Geoje as an official autonomous-vessel operating area. The proposed zone would replace the temporary regulatory-sandbox arrangement under which Samsung Heavy Industries has been testing its 24-ton-class SHIFT-Auto research vessel, whose current exemption expires at the end of December. Provincial officials expect a decision around year-end. The designation would create a repeatable legal framework for autonomous trials, although one important detail tempers the word “permanent”: Korean rules allow an operating-area designation for a maximum of two years at a time, with extensions available following an operational review.
From Temporary Permission to a Dedicated Sea Test Area
The proposal would give autonomous-ship developers a defined coastal operating environment instead of relying on one-off regulatory exemptions.

What Changes When the Sea Area Itself Is Approved?
The designated zone removes one recurring regulatory obstacle, but it does not give autonomous vessels unrestricted freedom to operate.
| Issue | Temporary Sandbox Model | Designated Operating Area | What Still Remains |
|---|---|---|---|
| Legal basis | Project-specific exemption | Autonomous Ship Act framework | National maritime rules still apply unless a specific exemption is approved. |
| Geographic permission | Linked to individual sandbox approval | Defined sea area approved for autonomous trials | Tests must remain inside approved operating conditions. |
| Duration | Temporary exemption | Up to 2 years, renewable | Extension requires review and new application. |
| Vessel approval | Sandbox-specific | Still required | Individual autonomous ships need operating approval. |
| Safety evidence | Project conditions | Formal safety-assessment process | Autonomous equipment and vessel functions can require evaluation. |
| Insurance | Depends on exemption | Liability insurance documentation required | Must accompany operating-approval application. |
| Other marine users | Managed case by case | Existing traffic explicitly considered in designation | Fishing, leisure and conventional shipping remain present. |

Encounter real traffic safely
A designated area lets developers repeatedly expose collision-avoidance software to fishing boats, leisure craft and conventional traffic instead of testing only in an isolated basin.
