Regulatory basis: The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships entered into force on 26 June 2025. Applicable ships require an Inventory of Hazardous Materials and, before recycling, the final-survey / certification process using a vessel-specific Ship Recycling Plan and an authorized facility. EU-flagged ships subject to Regulation (EU) No 1257/2013 must use a facility on the current European List. The 15th European List published in February 2026 contained 41 facilities. Basel Convention / waste-shipment interaction remains route- and circumstance-sensitive.

Market basis: Static September 2026 GMS Week 35 indications used as presets: Pakistan approximately $520/$540/$550 per LDT, Bangladesh $500/$520/$530, India $465/$485/$495 and Türkiye about $263/$273/$283 for dry/tanker/container tonnage. Specialist vessels can trade materially away from these levels.
