We reserve the label for records where an official authority, IMO-linked guidance, or verified source describes irregular/high-risk shipping, sanctions circumvention, deceptive maritime practices, or direct support to designated vessels. The radar does not label a vessel “shadow fleet” merely because it is old, changes flag, or has opaque ownership.
